Victor specialises in high-stakes investigations and advisory work for corporates, law firms, and financial institutions. Victor’s practice focuses on three core areas: litigation and disputes support, complex diligence and financial crime investigations, and sanctions and trade-related risk.

Victor has over ten years of experience working with in-house legal teams and outside counsel on internal investigations, whistleblower matters, and government enforcement actions. He has led sensitive inquiries into fraud, corruption, and misconduct, supporting clients navigating regulatory scrutiny, reputational risk, and board-level disputes. He also works closely with banks, private equity firms, and asset managers on investigative due diligence, investment-related risk assessments, and cross-border financial crime concerns. 

In addition, Victor brings expertise in sanctions and international trade issues. He has supported multinational clients on matters involving OFAC sanctions exposure, export control compliance, and geopolitical risk—often coordinating across legal, compliance, and operational functions to deliver strategic insight.

Victor began his career in public service, serving as an intelligence officer with the US government in both domestic and overseas assignments. He remains active in the national security and intelligence communities through membership in the OSS Society, and involvement in several industry and nonprofit organisations.

Project highlights

  • Advised a global technology company on potential violations of US and multilateral sanctions regimes, focusing on exposure to entities on the OFAC Specially Designated Nationals and Sectoral Sanctions lists, with findings used to guide remediation and disclosure strategy.
  • Oversaw a multi-year compliance monitorship of a state-level contractor following a bribery enforcement action. Led annual compliance review, policy audits, onsite inspections and employee interviews to assess internal controls and third-party risk management.
  • Led reputational and data privacy risk assessments of third-party app developers and data brokers on behalf of a global social media platform, evaluating operational structures, ownership affiliations, and exposure in high-risk jurisdictions.
  • Conducted a cross-border fraud and asset tracing investigation for a Latin America-based conglomerate tied to a collapsed investment scheme, supporting litigation efforts in multiple jurisdictions across the U.S. and the region.
